Your partners in devolution

Making the most of a changing local government landscape and accompanying you on the journey ahead.

What is devolution?

Devolution has been a feature of the UK political scene for over 25 years, beginning in the 1990s when power was handed from Whitehall to Scotland, Wales, Northern Ireland and London.

Promoting economic growth and enabling decisions to be made locally is what it is all about.

Across the country, there is a great deal of activity underway, with two key developments happening at once. The creation of Combined Mayoral Authorities led by directly elected Mayors aims to strengthen local leadership and accountability. At the same time, the merging of two-tier councils into new unitary councils is streamlining local government, reducing duplication and empowering communities to deliver services more efficiently and effectively.

Successive governments have supported and expanded the model, creating combined authorities and directly elected mayors in areas like Greater Manchester, the West Midlands and the Tees Valley. Today, millions of people across England live in places led by a mayor.

At its core, devolution means transferring powers from central government to a more local level - giving communities more say over the decisions that affect them.
